UK Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

According to a latest study of municipal councils, UK councils are preparing to offload social clubs, sports centres, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that six out of ten of councils are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and land to shore up their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

This coalition noted that a significant number of councils seeking to raise money from a fire sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and using savings to manage increasing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in Kent announced its property management strategy included the disposal of a retail complex in a local town and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be sold under the plan.

Local Levy Rises and Broader Fiscal Strains

The survey of local authorities in the coalition, which covers several urban centers, further found that more than 70% of authorities will have to increase local levies next April to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but certain measures take time to achieve both improved services and financial savings,” said Vince Maple.

He continued: “There are demographic pressures which will persist to add to the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Trends and Forecasts

A survey of county councils this week also found local finances being stretched by the growing number of children and older individuals requiring special educational assistance.

A network of councils projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed planned reforms to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The figures highlights the scale of difficulties facing municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the real levels of deprivation and demand,” said Michael Mordey.

“Lacking this, local authorities will persist to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened social care provision in the last year, the survey found.
